CHN offers a wide range of property management services to owners of housing financed through the Low Income Housing Tax Credit (LIHTC) and various HUD capital and subsidy programs including HOME, Section 8, HUD PRAC, Hope VI, and Supportive Housing Program (SHP) in the Great Lakes region including Ohio, western New York, southeastern Michigan and western Pennsylvania.

• Marketing & Lease Up
We have the experience and personnel to achieve lease-ups effectively and efficiently.
• Residential Management Services
Our site managers are selected for each property focusing on the tailored skill sets needed for the respective population they will be serving. We are experienced in managing properties with seniors, single family homes, multi- family and those with special needs. Our managers are trained to balance relationship building with residents while maintaining a professional and business perspective as front-line representatives of ownership.
• On-site Resident Services
Our staff can develop on-site programming to meet the needs of your resident population.
• Maintenance Oversight
Our maintenance experts provide a high level of customer service, responding to resident work-order requests timely and efficiently, managing proactive preventative maintenance programs and more.
• Compliance Monitoring (Including COS)
Our compliance staff works diligently to meet all expectations of each funding source and funder, including MOR’s, REAC’s, Annual Owners’ Certifications, and tax credit file and site inspections. Our highly skilled accountants lead annual budgeting, financial management and audit facilitation.
We use a comprehensive set of performance metrics to monitor key areas, striving to maximize revenues and minimizing operating costs. Through the Yardi software system, one of the premier affordable housing platforms in Property and Financial Management, we are capable of providing owners, investors and regulators with the reporting they desire including detailed performance metrics, accounting and financial reporting.
• Tenant Relocation (URA)
If you own an occupied aging building, we can assist with “in-place” rehab projects following the Federal Uniform Relocation Act.
Our asset management team is engaged in coordinating all of these activities with a focus on the long-term viability of the asset and maximizing asset value while prioritizing resident needs and satisfaction.

ROGER F. THOMAS, BROKERAGE VICE PRESIDENT – CHN REAL ESTATE SERVICES, LLC
Roger F. Thomas has over 22 years of experience in professional residential real estate and sales management. His experience ranges from identifying prospective properties for acquisition to spearheading real estate transactions. Prior to joining CHN Housing Partners, he worked as a real estate agent at Realty One. He began his tenure at CHN as a sales agent in 1997. Since then, he was promoted to sales manager and has served the organization in various capacities. Each year, his department sells and transfers approximately 90 homes to families within the Lease Purchase and Homes for Sale programs. The latter provides quality new construction and renovate homes.
Roger earned a brokerage license in March 2019. As the new appointed Broker Vice President for CHN Real Estate Services, LLC, he draws on his broad real estate experience to manage the sales/closing of homes for low-income families.
Roger’s commitment to community is deeply rooted in the City of Cleveland. Frequently, Roger attends Partner Services Incorporated board meetings, and is heavily involved with CHN’s mission to build more equitable and inclusive communities. Further, Roger attends continuing education seminars to maintain his Broker Real Estate License, and researches underserved neighborhood and housing trends. Beyond his work at CHN, he volunteers with neighborhood clean-up events and engages in community-building opportunities.
Roger earned a bachelor’s in Business Administration with a concentration in Marketing from Ohio University. Coupled with his extensive experience in real estate, his degree affords a strategic perspective on navigating the dynamic nature of the real estate market and expanding access to affordable housing for low-income families in Cuyahoga County.
Rochelle Harris, Director of Property Manager of Brokered Services/Assistant Director of Asset Management
Rochelle brings 18 years of diverse experience in compliance, management, leasing and operational oversight in the Affordable Housing Property Management Industry. Her experience includes the Low Income Housing Tax Credit and HUD programs involving single family lease purchase, Permanent Supportive Housing, and multifamily projects.
Currently, Rochelle serves as the Director of Property Management Brokered/Assistant Director of Asset Management where she is responsible for the property management and operational performance of residential properties managed by Cleveland Housing Network’s (CHN’s) affiliate, CHN Real Estate Services LLC for its third party owners/clients which include HUD Section 8, HUD PRAC, Hope VI, and Low Income Housing Tax Credit (LIHTC) projects. Further, Rochelle is responsible for assisting CHN’s Director of Asset Management in the oversight, monitoring, development, and long term sustainability of Cleveland Housing Network’s portfolio of LIHTC and HUD projects.
Prior to CHN, Rochelle served as the Director of Housing for a non-profit corporation in Lorain County, Ohio. There, she was responsible for overseeing a portfolio of Permanent Supportive Housing, Shelter Plus Care, multi family, and single family LIHTC Homes. She has completed the 120 hours from Hondros College of Business for the Real Estate exam. She holds a Certified Occupancy Specialist (COS) from NCHM, Asset Management Specialist (AMS) from Neighborhood Works, and the Housing Credit Certified Professional (HCCP) through the National Association of Home Builders. Rochelle holds a Bachelor’s degree in Urban Service Administration from Cleveland State University and is currently enrolled in the Master’s Program of Non Profit Administration and Leadership through Cleveland State University.
